Where are all the head teachers? by Bob Brightside
In 2008, around 165 head teachers and deputy heads were sacked. The survey of the ASCLs regional officers in England, in 2008, highlighted that around 75 of the job looses came from academies and the governments National Challenges Scheme that was set-up to improve the quality of teaching in schools where less than 30% of the students were getting a handful of GCSEs including English and Maths.
Given the state of the economy at that time, you wouldn’t think that such a high number of heads getting sacked would be quite significant, but it is because teacher job losses has very little to do with the global economic situation. However, it is quite fair to say that in the last 10 years, schools have had to undergo a fair amount of formal scrutiny because not everyone has access to a wide range of facts and figures about teaching standards in various schools as well as in general.
Previously, parents had a lot to say about their local school but no facts and figures to back up their argument, but now that this has become available, parents have officially been given the right to complain about their school to the local government ombudsman (LGO). This is a government bill, currently going through Parliament. This form of mechanism to collate complaints through the LGO, is just one of many complaints procedures that have been set-up in the last three years. Parents are also able to make complaints to the OFSTED as well.
From a parent’s perspective, this is really good because they can now take action for any unlawful behaviour that has been expressed towards their children from the teachers. On the downside, teachers are undergoing a lot of scrutiny and checks by teaching standards to ensure that their behaviour towards the students in the school is lawful and within the teaching rights.
Last year, an estimated 40% of these head teacher posts were re-advertised, but the difficulty was in finding the right candidate. This is because every school wants a good leader, but it seems that the skills required to become a good leader are not as scarcely available as you would like them to be. This brought to our attention the need to maybe cut the heads a bit of slack and maybe be a bit more flexible in what we expect from them, maybe even starting to pan out a situation and how you would overcome it without the existence of a head, before we start voting them out.
